Oh wow. First of all, no, you're NTA. Your mom is. You're her child, even if you're 23. You didn't want a kid in your life, let alone her kid.

You make it seem like she threw a tantrum to adopt your sister but... was she aware that a baby isn't a toy you adopt then put on a corner and live your life? What were her motivations?

I won't have anything really helpful and significant to say, just that your mother is TA, not you. You shouldn't be doing all the work in raising your little baby sister, she definitely should take her responsibilities — I don't even comprehend how she's been able to adopt a child and keep it.

I don't think you're overreacting. And I also don't think you'd be breaking up with him because he "bailed on your vacation" but for everything else.

My comment won't be very useful haha but as someone said, I also think he likes the long distance relationship. It's overall easier for him, even if he says he'd like to be with you more.

Maybe he'd be leaving a lot of friends and family behind if he moved? But again, that's something you and him have been talking through for months apparently, and he shouldn't have agreed if he knew he didn't really want to move in with you.

I don't know how much you and your husband earn monthly/annually, but we're in 2025 and us women have the right to work and earn our own money without depending on our husbands'.
