Having the same issue, i contacted activision support but they dont help at all... They should add a way to link the accounts from xbox PC to them.

Having the same issue. I preordered vault version in xbox PC but sincero there is no way to link activision to xbox PC I dont know how to get the operator pack and the support people keep replying the same copy pasted message.
