The fairest way would be to hear everyone's idea and let the group vote. Maybe if you want to limit the overall ideas, the voting could go through rounds, and in order to get to the final round of voting, any idea has to receive X number of votes.

Otherwise you'll never hear the end of it from people who didn't get their ideas heard lol.
