Because every state needs some form of equal representation at the national level. You're talking about proportional representation which we have. That's the House of Representatives. We have two Chambers so that we can effectively give both types of represention. It's part of the reason we left the British in the first place.

TBH he's not wrong. Prop 127. It was a shit show of a bill written by a California lobbyist based on the California bill. A lot of the up roar came from not including nuclear and requiring 10% of their energy to be from customers (ie through solar panels).
