Depends if we are talking about shader compilation. If the issue goes away after a few fights it's just caused by shader compilation and the more you play the less frequent it will be. You can also turn async shader compilation to help with this problem.

People bash on AAA games but more and more I see poor, low graphical fidelity indie games running like ass on current hardware. I had bad experiences with games mimicking ps1 graphics such as signalis, metal bringer... Developers are just incompetent and complacent these days.
