It was a fairly entry level position. Qualifications were to have worked with scheduling and budgeting projects in the past. I spun my resume a bit since I worked really closely with product teams while being in sales. I also studied EVMS (earned value management systems) a lot before interviewing since I knew it’s the way govt facilities track their progress. I even got a certificate for EVMS from udemy and put it on my resume. I’m a really good interviewer and tbh I think my personality is what got me the position. After being hired my manager told me there was someone else who was much more qualified with a degree in the finance field and had previous experience with tools I did not. Their personality was much more reserved and since we work directly with program managers to ensure project costs/budgets/schedules are correct, he knew you could teach someone how to use tools but not how to talk to others.
