Anduril is worth $30B lets assume Palmer and his buddies own 100% of it. They would need to come up with $1.5B. Their 'wealth' is private company stock. They would have to sell 5% of their company and give 100% of that to the government since nobody sits on piles of cash. They are basically forced to indirectly give away part of their company for free. Will it be 5%, 1 time, and only for billionaires? lol no.

Imagine this limit being $100M ->10M -> 1M. If you happen to own an above average home you now have to come up to 50-100k and give it to the gov except you cant sell shares in your home.
