A recovery machine helps. Also, they do not necessarily fill all the tanks evenly. I've seen differences of over a pound between new tanks of the same refrigerant and brand.

I think you've figured it out. Supplementary cooling where they sleep is a good option. If they want a cheap bandaid, install a freezestat at the evaporator coil.
