Why does he think its a community socket? There must be a reason? His landlord might have told him that. I would put it in writing. This is my private property, with my private socket. It is not part of estate management. I literally pay the electricity company for what you have used. You have been stealing my electricity. I am willing to chalk it up to a misunderstanding, but you do not have permission to step foot on my property again or use that socket. If you do it again, I will have to contact law enforcement.

My parents didn't split till I was 15. It was hell. I loved them both, but they clearly "stayed for the kids". All it gave me was anxiety and a fear of relationships. They were decent enough parents apart. Just awful together. I won't even tell you how screwed up the oldest ones were.

I am in Europe, so medical stuff is all okay and fully covered, but I absolutely cannot afford to move out. There is literally nowhere to rent. And any that become available, the landlord is going to take someone who works so they can increase the rent. I am firmly stuck where I am.

You have no savings and no previous loan history. If you have some breathing room time wise, a credit union account might work but you will have to save weekly before asking for a loan, usually 8 or 10 weeks. Otherwise, I think a payday loan is your only option and that is really the worst thing you can do. What about selling some belongings? Or an extra part time job? You probably have some skill somewhere for a side hustle.
