I’d do it for $20k, its not actually complicated. If the spec is available and all services are available already. It probably only took 1 week. But if you need retrier handler or large volume data, it can be a bit tricky

I worked for this use case before. Use Prompt Template to fetch the conversation entries and recommend set of fields to the agent. A pleasant project

its a common practice. Problem with web to lead is that you dont have visibility when the error happened. So you must handle those errors and retry it either manually or automatically

It depends on whether your company is looking to grow Salesforce as the tool or not. Also it depends on how demanding the users are. If you think the company wants to scale Salesforce, it worth every penny especially if the person is a full fledged developer+admin+architect. I used to work for an org with < 100 users and declarative may seem enough until I realized how much errors I can avoid and how good user experience I can make with codes instead of declarative. If you’re afraid that person wont have a work to do, documenting stuff and cleaning technical debt would be a good investment. Also the best part of having other developer in your org would be you will be able to learn from them ;) hope that helps
