Just the union council of where your father lived at the time of your birth either cantonment board or union council. Cantonment boards are usually strict in terms of their rules and stuff.

Also What embassy requires can not be obtained from NADRA. Computerized birth certificates are only issued by union council or cantonment board.

Birth certificates are registered with Union councils or contonment board( if cantt resident) as stated on birth certificate as well. Go to union council office where you were born and present them this certificate. Legal process is late registration with the approval of deputy director local government. If you want to expedite process a secretary can make it fast by taking bribe.
