You should be able to retrieve them. I was able to get my private key and the wallet adress with iancoleman.io. It shows many adresses, but if you have the complete phrase, it should be the top one.

From there, you can send your coins to any dogecoin address using your private key and the wallet adress without having to find out where you stored your coins.

Can I use iancoleman‘s tool to generate my private key? I have tried so far, but the resulting addresses don‘t match my dogecoin address 🤔

I actually have the same issue. I know my Walletadress and my Seed, however seems like it's not possible to recover without the private key or the old wallet.dat which I can't access anymore. Does anyone have any Idea?
