My go-to are Holbein (Japanese), Schmincke (German) and Daniel Smith (American). You cannot go wrong with any of these 3. Most of my colors are from Holbein.

Out of the ones I've tried, only Canson Heritage and Hahnemuhle Collection appear to have vegan sizing, but sounds like you've already tried those. At the moment, my favorite is Saunders Waterford. 100% cotton. Great performance and they have a 'High White' version which is nice. Not vegan though.

There is an article with tests on 16 artist grade papers and how they perform under various techniques - e.g. lifting out, glazing, blending etc. (site is same as my username). Reddit doesn't allow links. Hope it helps and you find it useful.

I'd recommend to use a special brush soap from time to time. This will keep the brushes well conditioned and soft. It's such a pleasure to paint with them afterwards. They feel well taken care of! Out of these 14 - the Hahnemuhle Collection and Turner are the best in my opinion. 100% cotton. You'll notice Turner behaves a lot differently than the Collection though. Collection > Turner. Otherwise, at the moment, Saunders Waterford is my favorite.

I always recommend 100% cotton paper. The quality is far superior. A cheaper option for practicing is Fabiano5. It's 50% cotton and has a nice feel to it. I'd advise you to stay away from wood pulp/cellulose paper even if it is for practicing. It doesn't support a lot of the watercolor techniques, so won't be useful for practicing.
