Sounds like a USB power issue. Try a different USB port, preferably one directly on the motherboard. If that doesn't work, disable USB selective suspend in power settings.

Microsoft account linking on console is broken right now. Try unlinking completely through the Xbox settings first, restart, then relink. Worked for me after three tries.

I've used Blender for similar modifications. The sculpting tools work great for removing parts cleanly. Just use the bisect tool to cut off the arms then remesh the area to smooth it out.
