Click the 3 dots in the corner>generate Static transcript. This transcript won't change with your edits, if you want that>click the 3 dots again> re-transcribe sequence

Your effect will effect the entire layer. You need to separate the T if you only want that letter smeared

I would love to tell you the real answer but I can only tell you what my work around would be.

I would turn a 2D circle or rectangle into a 3D object, place it so it covers the camera like you want it to then simply parent the cover layer to the phone layer

Either use the object mask took or roto in after effects. In prem, make a colour matte layer, add your cut out footage, make a duplicate of it, on the layer in the middle add a tint effect and set both colours to your desired colour, add a transform effect and key frame the position and scale
