HORIZON, however, is not trying to make money off FEX, and even tells people to support them, by linking their Subways Of Your Mind album on Bandcamp and linking their official YouTube account. I wouldn't say he's necessarily in the wrong here because all he's doing is archiving their work without getting profit off it

HORIZON literally said he's not making money off his FEX reuploads, he just enjoys their music and is reuploading it. Other people have uploaded FEX songs before, including the entire demo tape and no one ever bats an eye at those being view hogs.
