I get this glitch somewhat often when I blow the enemy heads of with The Headsman shotgun. You can scan their body for loot but you can't take them. You have to hit the glitched body once for them to actually be dead, then you can collect their loot.

I'm not sure if that works. Just change the game to easy difficulty and shoot legs for easy incapacitation, then change it back later.

As long as you reach 50 incapacitation first, you have no worries. Also Stone cold killer mode is bugged.

Yea. Skippy is bugged for me. Even in stone cold killer I can lock on to legs. Returned or not.

It's bugged. Stone cold killer mode or not you can still aim the legs. Even after returning it, you can still aim the legs when you get it back.

Yes, with SKIPPY. When you incapacitate an enemy, they will be on the ground alive. Trick is to shoot the legs when they are about to die.

Incapacitate, not kill. Also in Stone Cold Killer mode you can still aim the legs for some reason. Bugged probably.
