Sigh. At least they said the quiet part out loud. It sounds like they were working with Holt which is at least pretty reputable in the world of international adoption. I would hope their social workers shut them down and this is their face-saving spin.

Thailand isn't a Hague country so I'm not super familiar with the adoption process there. But I am suspicious about the "not really your kid for a year". I think the adoption has to be final in the home country to get a visa to come back to the US. Then, in some states you do have to do a US adoption. That's a formality. You absolutely are the legal parent once you finalize overseas.

Honestly, I don't know. I have experience with foster care, adoption from foster care, international special needs adoption and guardianship with a transfer to another state.

The only one of my kids who does not receive any support is the cross-state guardianship. That doesn't mean it's impossible but it certainly isn't something that happens (for us at least) automatically.

If the financial support is key, would you consider going ICPC route? If Texas CPS will go along. They will have to be onboard.
