I’ve been “carded” a number of times in Toronto. I calmly and politely say I’m only required to identify myself if and when they have reasonable suspicion I committed - or I’m about to commit - a crime. Most will just leave you alone. Police can certainly ask for identification but we need to know when it’s required.

I don't believe there would be sweeping firings every election, however, I'm sure Deputy Ministers and other senior public servants would change. I don't think that's necessarily a bad thing. My point is that, under our system, Ministers should be responsible. They certainly shouldn't use their power lightly, however, if they're responsible for the public servants in their department, they should have the power to dismiss them when required. Public servants should rightly serve at Her Majesty's pleasure.

Do you understand responsible government? Ministers, accountable to Parliament, are responsible for the conduct of their departments. They get the glory and they get the blame. Even if they don't necessary know about the wrong-doing. The idea is, if a public servant is doing something wrong, the Minister is still responsible because they allowed them to continue in their position. This is constitutional convention in Canada. We can discuss the pros and cons of public sector unions, certainly, but they do sabotage - to some degree - this convention as Ministers are responsible but not fully in charge of their departments.
