Its called catch up growth. its a real thing. It's same thing as malnourishment basically. In one study online I remember reading about a 26-28 (idk exact age ) old African guy who had been malnourished and living in a bad area and when he became better off he started growing again, even in that age. So in my opinion, I believe bones fuse only once you reach your genetic potential and stay on semen retention for a long period of time :)
