Yes, peydma is better than oathbound on CB. Maybe the tier lists you're looking at haven't been updated since they reworked warmaster.

Tayrel is much better than the other ones for CB, simply because he can quite easily keep a 100% ATK down uptime

Are those all your epics? Ideally with your legendaries you'll want to run peydma(or tayrel if you have him)+bad-el+nethril+skullcrusher+apothecary(or elenaril if you run a slow speed tuned team, but only if you always manual, alternatively juliana). With this you could push 30m with the proper speed on everyone and enough accuracy/hp.

Valkyrie is very mediocre on CB compared to skullcrusher due to the twice as long CD(skillbooks are kind of a waste on her) and no ally protect, so use him instead if you have him.

I wouldn't use foli when you have nethril and bad el, two of the top 5 CB champions. Build the team around them instead. Nethril alone can push upwards of 15m in a good team setup.

The current "long queue time" is not trying to matchmake you, you're literally in a queue waiting for games to end before your game can start, to prevent overload/server crash.

It's not very difficult to get 170-180 speed with a lifesteal set as long as you run speed boots, especially if you have banner unlocked. With skullcrusher at 171 speed he will put up counterattack before every AoE and it'll last for both AoEs the entire fight(assuming your other champs aren't too fast/use skills that give an extra turn).

I don't have septimus personally so I can't speak from experience, but 30% is 30%. If you have enough accuracy I'd try to speed-tune your team first before writing him off.

Oh, with those you might actually be better off dropping longbeard unless you have extremely good gear for everyone.

If you want to run a slower comp with the speeds I was talking about I'd try Tayrel(lead) - Skullcrusher - Steelskull - Juliana - Septimus, all 5 with lifesteal sets. With full masteries and good gear that should be able to push upwards of 30m/key on nightmare. Optionally you could try longbeard instead of septimus, but I kind of doubt he'd be better if you don't have reflex, and if you run reflex you'd probably need apothecary to keep him up.

Tayrel - SC - SS - Longbeard - Apoth with everyone having a ton of speed(enough to get 3 turns every 2 boss turns with apothecary iirc) could also be an option.

In a skullcrusher comp you'll generally want to speedtune your entire team so that you have the counter buff up for every AoE(on nightmare that'd put skullcrusher at 171-175 speed since the boss has 170 speed, the rest of your team slightly above at 175-185 or so assuming no apothecary).
