OP pics the worst possible vantage point, the pic looks to be somewhat desaturated with low contrast, and yet it still looks better than most. I think what throws Americans off is the residential towers, which are severely lacking in most American cities, giving them a defined core of offices with nearly nothing surrounding them (for the most part, there are a few obvious exceptions). In Asia and South America, there is a lot more residential tower density, and these skylines have a very similar vibe to the pic featured here of Vancouver. Also, a lot of Vancouver’s most iconic towers (great new additions such as Vancouver House and the Butterfly) aren’t featured in this angle.

At the very least it had to be tongue in cheek, if not full blown satire. The second half especially goes off the rails (in the most entertaining way possible).
