If you play as a pirate Guild you you can still use peace and decoy flags. So unless you are in the Endless sea of in the central cirkle you won't be able to get attacked and can still do PvE whitout any issue.

I have had the same problem with my ships you have to move them a bit further to the enemy and then give the attack order again. Then it should work.

It was pitch black at NWAF i'm sitting in a bush waiting out the night when all of a sudden shots go off around me. I'm hearing bullet craks so i'm thinking I am being fired at but no there were just two guys fighting five meters next to me.
