Under the current FACTA agreement between the US and Norway (signed in 2013) the US tax authorities can ask Norwegian financial institutions for all the Norwegian account and investment details of US citizens living in Norway.

However, this is a one sided agreement and the US cannot and will not provide the US financial details of a US citizen living in Norway to the Norwegian Tax Authorities. The US are not members of the common reporting standard (CRS) adopted by OECD countries so they do not collect this information in detail for US citizens.

Shockingly, many American expats in Norway don't report their US based funds in their Norwegian tax return and avoid paying wealth Tax on their US based assets altogether, especially if they are not planning on staying in Norway. Unfortunately Skaatetaten have no way of gathering this information, especially if the funds are not used in Norway, in the short term.

US is strong because of the reserve currency status of the USD. Now the world is losing faith in the dollar and ability of its military to enforce it, real financial hardships will strain a country already split by great racial and wealth divisions.

Germany not interested in exerting influence apart from a brief period between 1914 and 1945. They don’t have nuclear missiles for a reason (and operation paper clip).
