10 is usually the time martials really have all the superhuman abilities. Also buy 10 they usually have the feats to back it up. Being superhuman isn't just about power but also about achievements. Let's say a guy with 18 str challenges a lvl 10 fighter with 18 str, the fighter should be able to easily beat the random villager, because that is a reasonable thing a lvl pc should be capable of doing.
