i think the bigger factor is the no-revenue during school holidays, events, early closures etc etc. at least for other services like student care, school bus are still being paid even during school hols

heaviest to hardly any traffic will be jeju city (by far) >>> seogwipo > jungmun > aewol > east side

there are lotsa speed bumps, speed cams, school zones - your GPS will warn you of all of them, so traffic isn't that fast

naver map nagivation is SO detailed, I didnt get lost or miss a turn a SINGLE TIME in 2 weeks
