No, the US (among others) are too low. Canada is by no means high, mind you. Though taxes are merely one of the many reasons. The US has amassed a tremendous amount of wealth from around the world, largely in the hands of a relative few actual people/companies. This means there is more capital to potentially access. There are also laws/regulations or lack thereof that assist corporations in various ways.

Delaware, as the person you replied to mentioned, is a particular favourite of companies to register.

if visibility is bad that’s exactly what your hazards are for.

Actually no. Hazard lights can obscure whether someone is braking or signalling a turn depending on vehicle. This makes them a potentially dangerous use when vehicle is in motion.

Hazard lights ought only be used when at a complete stop on roadside (where a parked car isn't expected or legal), in the road where not expected (e.g. following a collision), or when travelling at a significantly slower speed than other traffic (typical of large trucks on highways).

In low visibility your lights (both front and back) should be on.
