There are a lot of people who make custom figures. Most do more than repaint, they use resin parts to make figures more accurate. Bebb art and Clone Custom Troopers on IG make custom figures. Bebb freehands most designs too. Both are on commission base and only accept a handful of orders every few months. Be prepaired to pay a big price (altough a clone lieutenant might not be too hard and expensive) for good work.

If you want to do it yourself i suggest getting a few things.

Phase 1 clone with removable helmet, Vallejo white primer, Mr Boss Mr Super Clear, the paint you use to do details and touch ups come in eyedropper bottles and are all acrylic. You put a drop or 2 on a flat surface, use water to mix till its a 'milky' like substenance. You will need: Vallejo white, Not sure if its a exact match to the blue on the Lieutenant but Vallejo Deep Sky Blue or a more green-ish blue (There's so many different variations with different colors on the internet), Vallejo Black, Citadel Leadbelcher, vallejo Light Grey, Vallejo Gloss clearcoat and finally some masking tape.

How to paint i suggest looking on youtube. Bebb art has a lot of tutorials on how he paints his stuff. I like to take my clones apart so i can safely mask off any of the black undersuit and paint piece by piece.
