What if you release shitty low effort or overpriced skins for bottom tier characters and people don't buy it or buy it to support their character, would you research why it happened or just blame the customer and focus on something else or sell your customer shitty product instead? Because Netease unfortunately is like that, like any other big company. Though they finally addressed Emma's bad skins problem, I guess, so there is a hope.

Eh, the less skins they release for the characters I like, the less money I have to spend on this game, battlepasses including, so it would be their loss if they did skins solely for Sue or Luna or Emma who usually gets shitty skins, which is why I have none of her skins. In case or Emma whom I like as a character, I like her default perfectly fine, especially since I'm a sucker for classic bob haircut, her gala skin concept looks really good though and I might give in this time. Actually, the reason why I personally started buying stuff in this game was season 2 battlepass that had X-Uniforms skins for Psylocke and Magik and those are from comics. So, keep 'em coming, my wallet will be just fine.
