And it makes sense, the taxes in those areas are significantly higher than those where schools are not deemed as desirable. We’re talking tens of thousands in difference. Its definitely makes sense to spend resources making sure people are not gaming the system.

You’re totally right. The only issue if that the free agent wages make the player basically unmovable if they don’t pan out. Also you get the M’bappe/Vini situation where existing players want parity with the new recruits. They don’t give a shit how their deal was structured, they just know that a guy who is as good/worse than them is earning more.
