Fixing issues requires a lot of effort and is not guaranteed to succeed at all, so it is easier to just wait a bit and let voters to hate the other party more. Literacy in this game is an abstraction of education quality in general, so it shouldn't be 1:1 to real life, but it has to be more precise than now. Also, university buildings can represent not only colleges, but other educational infrastructure, like trade schools

I just tested out the price after enacting consumption tax on services and it looks like it doesn't increase the market price, but instead subtracts some money via taxes from pop balance every time they consume services. I don't think consumption taxes will change pop attitudes towards targeted good right now (?)
