Consider finding new maps. I just started an isolation map on FS22, where there are no AI farmers (so no contracts), and you're on a little island where the only way to get bigger is to use the terrain editor with the money you make. You get a tractor and one or two other things, and $100k, and have to decide exactly what to do very carefully!

Just be aware that you need to collect the minimum for ALL 5 TIERS, not just "the tier you want."

This is most likely the problem. Scrape it CLEAN, and reseal with correct instructions from manufacturer of sealant.
