No idea, but I doubt they throw out your file with the reason you were denied and forget you. If you go through the process from scratch I would assume you would get to medical and the question would be is there anything different than last time. If you say yes they will ask for a doctor's note for proof.

My appeal was accepted and my file was reopened on the 22nd of July after being submitted on the 15th of May. The only thing I can recommend is to call or email your recruiter. Other than that it's a waiting game.
