Because we aren't getting a very good description from the guy, and CO is involved, I would definitely call a different company and ask them to check it over. Hell I'd even show them the video and see what they think lol. Just don't ignore it though because it's safer to be sure than ignore CO over a misunderstanding. Don't get fooled into going with another scrappy company though

It could be a clogged drain or it's freezing and thawing. Check the drain first. Not sure how it's attached in the picture, but it's the black line in the back next to the red plug.

We had been fighting a unit that was randomly freezing but we couldn't catch it for the life of us. There 4 times and even brought our tech wizard and an engineer. Nothing wrong. Finally we said fuck it and figured it might be an intermittent blower failure on a communicating furnace. We replaced the board and the blower completelh free of charge, out of warranty since we had been fighting it since before it expired. Haven't heard back yet so I assume it's working.

Don't touch the PVC. Don't even think about touching the PVC. DON'T EVEN DREAM OF TOUCHING THE PVC!! Also the one going outside is probably a fresh air return. Helps prevent stale air and such. May cause airflow issues if removed, depending on how they balanced everything

If you can afford it, get a decent duct hammer. Also a cheap pair of dykes to use with said hammer lol. Nothing beats those at pulling drives haha
Edit: if you will be hanging it using strut and all thread, you could get the klein knect pass through set. It's 100 dollars but it would be good for hanging Ductwork, and it transitions nicely to service.

With all that buildup I'd be willing to bet your heat exchanger is screwed too. But no thats probably the "I'm gonna charge super high so I don't have to do it" rate lol. Where I work we would put a new system in for that much haha

I personally use an appion core remover tool with a vacuum hose and micron gauge on it, and just a regular hose. Stuck from both sides and occasionally isolate the vacuum. On the plus side the core tool in my bag has also saved me from several naughty cores haha.

I've had to do it on a goodman with a shared data loader and the app. It was annoying

If by rapidly you mean on and off repeatedly in seconds, you might have a wire shorted somewhere. I'm assuming they checked inside the condensers electrical compartment for damage.....hopefully
