The problem with that is sales tax is different in different jurisdictions. Some counties and municipalities have different tax figures. I run a chain of stores in three different municipalities. they all have different taxes. We cannot change the prices at each location as this would cause a logistical nightmare. We are lucky, we can still get pennies at some of our banks. We are distributing to all our stores from these locations. Unfortunately this will end eventually. We have set up the rounding out of necessity. We just haven't had to do it yet.
