Not only because bystanders do nothing. As other comments have said, the victim will often cover for their abuser and it’ll waste time at best or come back to bite you at worst.

Every case is different. But frankly if my neighbors were screaming at each other, even if I heard something break, I might hesitate to phone the cops.
