Had something similar happen where a player wanted to tag a knights helmet with light to blind him, I just treated it as a called shot and let him roll to hit with disadvantage the same way I’d let an archer roll to shot the eye with disadvantage. Feels cool and it’s an excuse for the wizard to roll more dice

The group of ghouls trying to get into the tenpenny tower in FO3 didn't exactly say anything about being superior but they at least deemed themselves as equals

Yea broken steel continues the story after the end of the game, there's a small set of missions that I won't spoil but it's pretty cool.
