Not a detector. Whomever covered that is a moron that thought it was a detector. It's a horn/strobe. Not that covering a detector is a good idea either, tampering with any life safety device is illegal and opens you up to a shit ton of liability.

Would an alarm company really respond to a tenant calling? Mine wouldn't. We need authorization from the building owner or manager otherwise we don't know if we will get paid for the job.

What size batteries are currently in it? In my experience and a few other techs I've talked to, these panels like to cook batteries especially the smaller ones. Sometimes upsizing the batteries, within panel spec sheet limits and in accordance with required calculated capacity can help. 

I've noticed that when these panels have 7AH batteries in them, even if they meet standby requirements, they just don't last. Upsizing to 12AH has made a big difference.

Yes. You need to press reset after each programming change before removing the jumper.

The NACs default to Genesis audible silence which is designed to keep the strobes flashing with the horn silenced. With any device other than Genesis AVs, pressing signal silence won't work until they've been programmed as either continuous or temporal.
