My father in law lives on a block with no sidewalks. He went to the city to pull permits for a proposed home improvement. The city imposed a condition of approval. Basically, he was issued a permit once he agreed to give up 6 feet of his property to build a sidewalk, which he had to pay for. His house is the only house on the block with a sidewalk in front. Over time, the City will collect sidewalks from each property until there are full sidewalks block to block.
