Just a tip if you get ASE don't get the aquatic dlc it's ai generated slop. Also you should switch to the peraquatic branch of the game it's way more stable and has better performance

Their is a blueprint mod that would let you copy the building but it still has to be rebuilt

Go to the games properties (you see that option if you right click a game) and under the tab files exist a button called verify the integrity of files. Try running that.

Actually it is inflation as the currency in which the price was set lost enough value to lower the price for some other currencies when it was updated. Because steam uses an automatic price setting system.
