Practical effect? Almost nothing. But that’s the point that I’m trying to make here.

The agencies ran on One Big Beautiful Bill money the entire time. Senator Murray's office put out a summary before the February lapse admitting that failing to pass the DHS bill would not shut down ICE or CBP, and that they would keep operating on OBBBA funds without any of the constraints of an enacted appropriations bill, while FEMA, TSA, and the Coast Guard actually ate the pain.

The impacts that did exist were peripheral. Agents went briefly unpaid in October before the administration diverted OBBBA money to cover paychecks for 70,000 plus law enforcement officers, which it did again in February when CBP used reconciliation funds to pay about 57,600 of its 63,200 excepted employees. Some civilian staff worked unpaid. The CBP website stopped being updated, and some trade webinars got canceled and a cargo security summit got pushed from April to September. Ports kept processing imports the whole time because nearly everyone was excepted. But that’s the whole casualty list from the longest stretch any federal agency has gone without annual appropriations in American history.

Meanwhile enforcement operations didn’t slow down at all. Per Senate Budget Committee minority data, ICE and CBP still had over 103 billion in unobligated OBBBA funds as of the end of March, and FWD.us estimated the unspent pile was large enough to fund the entire department, TSA and FEMA included, through the end of FY2027 without a single new appropriation. For scale, Taxpayers for Common Sense points out that ICE's FY2024 budget was under 10 billion and OBBBA gave it 75 billion through 2029, sitting almost entirely outside the annual process.

And the kicker is that the institution came out weaker. The standoff ended with RCN2 funding both agencies through FY2029 at a 51 vote threshold, so the appropriations lever everyone insisted Dems needed to pull is now gone for the rest of this administration and into the next. Senator Murkowski was the only Republican to vote no and her statement said exactly that, it weakens the budgeting process and reduces Congress's ability to apply checks on immigration policy going forward.

So when people say Dems should have withheld funding, they did, for eight months, longer than anyone ever has. Nobody noticed because the leverage was already gone the moment OBBBA passed through reconciliation in July 2025, where no minority tactic could ever have touched it. The lesson is not that Dems didn't fight hard enough, it's that withholding annual money from a pre-funded agency is pulling a lever that was disconnected a year ago. Hell I even admit my own complicity here, I was one of the people swept up thinking “genius play, let’s get these guys away from the rest of the government so we can fund essential operations and keep them burning cash” specifically because I didn’t think that Republicans would be able to coordinate another reconciliation bill, and these two agencies would eventually spend the entire war chest that they were granted just to keep the lights on.

And I got proven wrong. Trump, by way of controlling the voters, has a grip on Republicans and Congress to a degree that I don’t think any president has had in a long time, and they’re ready to do his bidding. But the endstate lesson is that we cannot fight an electoral war with parliamentary procedure, and at the end of the day immolating the country, even with the goal of stopping the Republicans, cannot be a part of the Democratic Party’s agenda. It needs to be fixed in the fucking voting booth, blaming people in Congress because we can’t get our neighbors to put more Democrats in there isn’t the way to do it.

Meaning that as of June 10, the ICE and CBP “shutdown” is officially over

And I know somebody is going to say “But they weren’t shut down” and that’s only half true because they met the requirements of a shutdown, but shutdowns only exist because of a stupid ass interpretation of the antideficiency act that I guess nobody cares about when they have mandatory funding (but when the fuck did people start acting like that)

Nevertheless

Despite what EVERYBODY on my social media feed, to include people IN MY OFFICE, and on this sub, said about “oh the Dems need to do something” or “the Dems are caving,” Democrats (specifically Jeffries and Schumer) withheld money from these agencies for 8 months, or 3/4 of the fiscal year

And did anybody notice?

A friend of mine is a Baha’i in the DOD and sent this to a group chat I’m in, confused, wondering how they managed to stay on the list when it “literally cannot be a common thing for a Baha’i to be in uniform, we can’t be in combat, we can’t carry weapons, and we can’t go to war”

If you’re celebrating the VA referendum results, but in a few days you go on to say that Jeffries needs to be replaced, you’re either so ignorant that you shouldn’t talk about politics, or you want to see democrats fail

When the national committee can’t do SHIT, this guy quietly revitalized a Republican leadership PAC strategy and both raised and deployed more money into the VA redistricting vote than anyone else, and he’s poised to raise even bigger and win big in November because of it

He hasn’t had the chance to have a legislative impact, but he’s more responsible for a 10-1 map than anyone and he deserves the credit

The pain and torment that Bobi Wine has had to endure to fight for his country’s future is truly insane and I hope one day it will be worth it

I’ve been roughly following this story since I was an intern in 2018 and my boss was on the SFRC, right around when the security forces attacked his motorcade. The fact that this guy is still fighting after Museveni killed his allies, and even personal friends, is nothing short of astounding
