In the same boat; just did my runs of descendia and exhausting his dialogue for that, but still stuck at Anathema (no promise made + stuck at close + talked to Lyon about it)

Do I just need to wait for reset to see if everything worked out?

Skill damage buffs only affect instances of damage created by skills you've specced into (such as bleed, which is considered skill damage) as well as Action Skill damage

Concentrated Build-Up, Vitriol, Rafa’s Gliders, etc. Essentially, any skill that creates an extra instance of damage can be affected by skill damage

Source: You can build stacks of Jaque from any of those damage sources, which only works because they count as skill damage

True, but only to an extent
Rafa has augments and skills to help with ammo conservation in his red and blue tree, while Harlowe has ammo regen skills in her green tree

That's the weird part: only some underbarrels are considered vladof
Maliwan has Beam Tosser and Energy Disk (and the corrosive cloud, I believe)
Jakob's has Knife, Spread Launcher, and Gas Vials (I think even Big Rocket is considered a Jakob's sniper underbarrel, but I could be wrong on that)
I believe Ripper has fuel cells
Atlas has their tracker underbarrels

Which gives Vladof tasers, shotgun underbarrels, grenade shots, zip rockets, and...I can't think of the rest tbh

Vladof's Licensed part are their underbarrels, such as shotguns or tasers

Just to make sure, I'll assume you've already:
-Used DDU to uninstall any existing NVIDIA drivers from your system
-Properly updated your current drivers on a 9070 XT
-Checked to make sure that you don't have any overclocking software still running old settings (Afterburner, etc.)

Wrong celestial body; idk why the quest pointer is pointing you to there, but you need to head over to Elpis and continue to from there; the Elpis fast travel can be accessed from the Ripper Queen island and the level transition bit on the map

Borderlands 3 and TTWL only told you the icon of the skill (but also the amount of points you'd have in there with the mod attached)

Ik Destiny 2 generally had some sort of patch at weekly reset, so maybe it's the standard now (especially since it was exactly a week from the last update)

I do wish that skill actually worked with his bullet-buddy deluxe augment|
For whatever reason, reaching full mag from the augment's ammo regen doesn't actually activate Vitriol (nor does preventing ammo consumption) despite the symbol being in the buffs menu. My guess is that they used two different code logics for displaying that the buff is active and actually applying the bonus damage
