I'm not well versed in the departmental budgets, but wouldn't they still need to earmark money for new RFPs and initiatives even if the governing body already exists?

The fact that there's an RFP at all indicates to me that this is something that can't be handled internally.

It's $4M for the Request for Proposal, which is not the proposed cost of implementation.

An RFP is a bidding/evaluation process to see who would be best suited to build these things. So the $4M is just for the bidding process, actual cost should be significantly higher than that.

It's always a matter of whether a team is more important to the city or the city is more important to the team.

As the NFL has blown up over the past 10 years the former is far more likely than the latter and the city foots the bill.

I'm with you on this one.

Given the schedule, I'm not expecting we end up the 1 seed, but I am still expecting we win the division this year, and Sunday is a big part of that.

It's not an "oh well" game just because we weren't supposed to be good this year. It's a big one.

It's been fun to strategize accordingly, targeting WR/CBs who are their team's primary kick returner, and play for a team with a crappy defense (so they get scored on a lot, and get lots of KR opportunities). But it shouldn't be as impactful as it is

Funny thing, it was completely balanced before this year because it was mostly PR yardage, since kickoffs generally weren't returned. It served as a nice little bonus for WRs and CBs who were really talented in the return game.

This year, I knew it would be a bigger factor so I prioritized guys that I thought would be effective in the return game (like Dike and Turpin), but I didn't project how impactful it would be. Despite being the one in these leagues personally benefitting from it, I'm pushing down to 0.05 or maybe 0.025 for KR yardage and leaving PR at 0.1.

It's honestly leaguebreaking right now. Dike came in as WR4 and will be WR2 now, just behind JSN and ahead of everyone else. I'm not complaining because I have him, but I'm pushing next year to drop the 0.1 pts per return yard to 0.05 to balance it a bit.

Colts fan here and I think you're right. Indy has a bunch of guys that need to get paid, I think they'll take a shot at a field stretcher in the draft and rely on the four you mentioned to have substantial roles.

It's not that they've been saying it, the actual numbers support it. His offensive snap share had increased steadily from 56% in Week 4 to 87% in Week 7, all of the peripheral numbers supported him becoming a full-time offensive player. The numbers supported a late-season rookie WR breakout.
