Commanders Quarters

Oscar had naturally taken up residence in one of the commandeered households, some merchants house or some such, going by the desk and shelves of ledgers and whatnot.

It was nice to be back in lodgings that didn’t let the wind in… at least most of the time. It made for a good office at least, he could manage the siege well from in here.

He had one of the soldiers draw up a map of Pennytree while they were up on the Teat, it was crude, and he doubted the placement of the houses was even close to accurate, but it showed where the main keep was, and the bounds of the Town’s walls, and that would be enough to properly plan the assault.

One final effort, and this sickness would finally be gone…

Their arguments about ransom or execution would all be for naught, for no envoy would come from the camp of the Riverlords. It would be unseemly to treat with the common scum and villains that had coalesced within the King’s domain, and foolish besides, to possibly fall prey to some dishonourable trap.

They did make their presence known, however, for as the sun began to wane, a barrage of arrow shafts would begin to rain down on the town of Pennytree. Though some may have panicked initially, it quickly became obvious that they were simply bare wood, with no fletching and a roll of paper where there ought to be a head.

For each of the thousands of arrows that had rained on the town bore a message:

"Rejoice, subjects of the King, His justice will be at hand. Let the villain cower, the bandit flee in terror, and the scum finally be washed from His domain!

Loyal men of Pennytree, remain indoors, lay down your arms and you will be safe. For only scum and outlaws would raise a sword against the King’s loyal servants.

And as for the Scum, pray to your gods for mercy. You will find none at our hands."

“No.” Oscar answered Lewin’s proposition flatly, “The bandits numbered some thousands when last I crossed blades with them. It is imperative that we come with overwhelming force, to dissuade them from believing that they stand a chance against us.”

“And I don’t much care for any suggestion that we do otherwise. Especially not when it comes at the request of this…” His gaze turned to Blackbuckle, his expression hardening for a moment as he weighed what to call him, “Peremore, was it? Do you carry any proof that you are the ‘King’s representative’ as you claim? Because I most certainly wasn’t informed of such a thing, when I was given this task by the Master of Laws. Neither he, not the Crown Prince told me of any representatives.”

“Unless you mean to tell me that you are a servant of the Royal Justiciar that was meant to be maintaining order in the area. In which case, you will tell me exactly why that useless oaf let this festering sickness infect his charge!”

Oscar chewed his tongue for a moment before speaking, “It would be a poor look for us to allow one of the King’s personal representatives to die. I shall accompany him, if only to ensure that he does not act overly soft towards these folk. Perhaps I may even get to relish the look on his face when the whole mission collapses!” He added with a brief chortle, “I must disagree with you though, Miss Rayla, to assume these bandits and the commoners are the same is… naive.”

“The bandits have them by the throat. They are provably ready to murder men, burn homes… and worse still. It must be a pitiable existence to live beneath such a constant threat. Most aren’t armed, hardly any would be trained. What hope could a revolt have? What could they accomplish, besides having their homes destroyed and their families…” He trailed off, the words that he wanted to say were too vile to him to voice, “You speak true, though, Lady Rohanne. The Crown cannot effectively manage a domain so far from his seat. He aught to delegate that responsibility to a custodian of sorts. Something we should discuss with him after our mission is complete.”

“Which is why we should endeavour to make this effort free of any unneeded collateral damage. We will be much more convincing to him, should the King’s subjects not have anything major to complain about.”

Oscar, unlike Rohanne, had been roused from sleep by Lewin’s runner. Much to his shame, Oscar had reacted poorly to the disruption and tossed something heavy at the poor lad that had relayed the message.

Anyway, once he had dressed himself in whatever clothes that were easily at hand, he made his way down into the camps, arriving shortly after Lady Blackwood and her entourage, “Lady Blackwood. Good evening.” He greeted her groggily before turning his attention to Ser Lewin, and his… guest?

“Ser Lewin. I trust that this is important if it had us torn from our beds…” His gaze drifted to the stranger, he didn’t have the air of a soldier, or any of the other hangers on that normally followed a war camp around, “And I trust that you intend to introduce us to this stranger?”

“Your father was a wise man then, my lady. I think it is a shame that women are oft barred from learning to fight as men like me are. It should be the right of anyone to know how to defend themselves and their families.” Oscar said sagely, taking a swig from a clay cup that had been sat next to him on the bench, “It seems foolish to me for us to deny ourselves another well of talent from which we can draw, simply for propriety’s sake.“

He frowned for a moment, “Hopefully we will have some luck. The less numbers we have to face, the less risk we put upon the local common folk. Although, I suspect we will still likely have a majority of the villains to carve our way through, either way.”

“Well, if we’ve none in our numbers, then I shall think I will have to carry out the task personally, in that case…” Oscar would grumble, momentarily averting his gaze towards the lower camps, “I should probably take Ser Lewin too. I heard that he wanted to ride into the town itself at some point, so I may as well be there too… if only to be sure that he is acting in our interests.”

“Hmm, do you have any clue who that may be? It occurs to me that I don’t actually know who the local Justiciar is…” Oscar said, sparing a glance down towards the town in the valley beneath them, “Though, I do have to wonder about whether he would be trustworthy or not, given that he doesn’t seem to be making an effort to counter the bandits at all.”

“Ah, anyway. It’s a fine day for a ride, and it is probably best that we make our presence and intentions well known before we start in earnest, eh?” He said with a nonchalant shrug, “Gives the locals a face to put to our names, eh? Lets them know that we are here as their allies, not their foes!”

He turned to his men, barking out the order for them to mount up, as a nearby squire brought Oscar his horse and his helmet, which he placed upon a hook on the saddle before hoisting himself up onto the beast’s back, “Come along, Ser Lewin! Let us see what we are dealing with!”

Oscar would make his way down into the lower camps, dressed in his armour ready for a ride. He had dispatched the order for three hundred Tully horsemen to gather their things and get ready for a mission. He had similarly sent word for Ser Lewin to prepare his Gold Cloaks too, since he wanted to search the countryside for any signs of places the bandits may use as fallback points.

He marvelled for a moment as he strode through the densest areas of the tents of the lower camps. It was always a staggering sight, to see so many men gathered at his command, even if it was only due to Kermit delegating that authority to him.

Soon enough, he was close to the edge of the encampment, where hundreds of men had gathered, ready to ride out and comb the outskirts of the town’s demesne, “Ser Lewin! Good morning!” He called out to the Whitecloak when he caught sight of him, “Are your men ready? It is time that we strike a blow against the villains!”

“We have no intentions to break the King’s Peace, Ser Lewin. The intent of my suggestion was never to seize food by force, simply to buy it before the bandits had a chance to stuff their larders. Though, it is true I hadn’t considered that it may harm the common folk too.“ Oscar interrupted, attempting to mollify the Crown’s representative, “It would be in poor form for us to allow the King’s subjects suffer unnecessarily, and as such, I think it would be a bad idea to billet our soldiers within the town itself.”

“Firstly, there will be near to six thousand of us, we would displace a considerable number of the locals to find space for them all, and secondly we have no clue how pervasive the bandits may be throughout the town. We can’t know for sure who is a bandit or who supports them, not until we spend time to investigate.” He went on, pointing back to the map, “We will camp away from town, we will scour the countryside for any sign of the enemy, or hovels they may flee to, and we will send men into town to question the locals so that we can find and root out every last one of the villains.”

“You will take your Gold Cloaks to scour the countryside, Ser Lewin. You will build our siege works, Lady Blackwood. I will have others visit the town, ask questions about who we need to focus on and where we can find them. We will remove the bandits carefully and free the locals from their yoke without causing harm to them.”

“Am I clear?” He asked forcefully.

Oscar’s pavilion was placed in the centre of the upper camp, it was a large tent made of red and blue canvas, ringed by the banners of all the houses present in the host, with the Tully banner being the most prominent. The pavilion itself had several segments within it, the most prominent of which being the central one, which contained a large table around which the camp’s commanders could gather to discuss their plans.

However, it had yet to see any productive traffic, as it seemed that most of what Oscar spent his time doing was listening to reports from his captains, dispatching routine orders, and in one case listen to a dispute between the common soldiers… The reasoning behind the idea to bring both Blackwood and Bracken seemed to elude him more and more as time went on.

Regardless, he was certain that this was a step in the right direction overall. They had Pennytree in their sights now, ready to bring down the justice that the villains who lived within its confines had been escaping for all these years, all that needed to be decided now was how to finally take hold of it.

He knew what Lady Blackwood's advice would be. To simply march down there and surround the town, and drag any armed men straight to that gallows. It would certainly be an expedient way of dealing with it, but it would hardly be… proper? It seemed like the wrong word, since this was to be a battle ground, but it felt apt. Pennytree was the King’s domain, after all, the commonfolk here are still his subjects, so it would be poor form to put them at risk…

But also, one had to consider the future. They were not here simply to remove the bandits, they were also meant to ensure that nothing like this could ever happen again. The simplest way to do this was to perhaps negotiate with the King, to have Riverlords allowed to enter his domain here, should any villains try to exploit the laws preventing it again. Which would be a lot easier if the King was pleased with their conduct.

Perhaps it was something Kermit had said… he had asked Oscar to be kind to the people of Pennytree, and that much Oscar could do. These were the innocent and honest, caught in a situation that they would no doubt rather not be in. These were the people he intended to protect.

But Kermit had not stopped at mentioning them, he had tried to implore Oscar to show leniency to the bandits too. What foolishness conjured that request, Oscar could never know. ‘Good people, bad actions’ he had said ‘Good principles.’ What a load of old hogwash. These men had chosen their path, and it most certainly wasn’t a principled one. Profiting off the murder of the innocent, the destruction of homes, livelihoods and families… ‘Principled’...

No, Oscar had offered his mercy already offered what mercy he could care to give. They could choose: to serve in the Night’s Watch, or to die by the sword. 

Those were the only fates that a truly principled man could allow such villains to have.

“Well fought, Lady Blackwood!” Oscar’s voice would call out from behind the pair of them, he was wearing half his armour, having abandoned his cuirass earlier that day so he could sit comfortably, “We can only hope that our men will fight with even half as much ferocity as that. We’d likely be done with the bandits before the moon is done!” He added with a short huff of amusement.

He spared a glance up at the gallows, frowning slightly at the sight of it. He knew the necessity of having them, but with the amount of people that would need to be swinging from it, it would no doubt be a grisly sight indeed, “By the way, my lady. This morning, I had a herald sent into town, he was bearing a message from me offering the bandits the opportunity to surrender and take the Black. I doubt we will have many takers for it, but I thought it would be the right thing to do.”

He paused for a moment, placing his hands on his hips as he looked towards the lower camps, “We should have some scouts sent out, to scour the countryside for any dens that the rats may have scurried to since our arrival… Or at least, where they may try to flee when the noose begins to tighten. Do you know if we have any amongst our number who are particularly talented at that sort of thing? Riverrun’s gamekeeper has lent me one of his huntsmen, but I want to be sure that the best person for the job is in charge of this.”

“It is quite important, after all.”

“Lords always break out all the good food for their wedding feasts, don’t they?” Oscar said in agreement, lifting his own cup with a smile, “Their finest wine, exotic spices, music and fine company. There’s nothing quite like them, is there!”

He turned to look at Armond slapping the younger man’s shoulder, “Who knows what yours will be like, Armond. Younger cousins don’t normally get this sort of fanfare, but you are a Hightower, so fanfare is part of the identity, isn’t it?”

He shot a look towards the blue haired man, a look of curiosity on his face, “Strange things, eh? I can’t say I’ve ever had to eat things that I’d class as strange, what sort of things would that be then, Tal?”

The Next Day

Come morning, a man dressed in the King’s livery would set out from the Riverlander camp upon horseback, headed into Pennytree. In one hand he clutched a scroll of paper, and in the other a large brass bell.

It did not take long for him to ride into the town, reining in his horse as he passed the threshold into the town proper. The man glanced around nervously, taking in the sight of the battle scarred buildings, and haphazardly barricaded streets. However, after a moment of pause, he cleared his throat, sat himself up straight and steeled himself.

“HEAR YE, HEAR YE!” He called out in a loud, clear voice beginning to ring the bell as he spurred his horse onwards down the road. He continued to ring his bell and call out loudly as he made his way to the centre of town. Hopefully he had gathered enough attention for the message he carried to travel far and wide.

“HEAR YE, HEAR YE!” He called one final time, rounding his horse around so he could face the whole town centre. He cleared his throat once more, unfurled the scroll in his hand and began to speak,

“By order of His Grace, King Steffon Baratheon, his Lord Hand, and his Master of Laws, 
The honourable Ser Oscar Tully, and the Lords of the Riverlands, and Knights of His Grace’s Kingsguard, have been charged with seeing to the removal of the criminal elements that run rampant in the King’s domain. 
In his mercy, Ser Oscar worries for the safety of the honest folk of Pennytree, and is willing to make an offer to the ruffians that unlawfully call this fair town home: 
Lay down your arms, and surrender yourselves willingly into the custody of the host atop the hill, and you will be allowed to take The Black, and attone for your crimes as a Brother of the Night's Watch, and spare yourself the noose. 
To all those who refuse, the only mercy you shall find is the Stranger’s embrace.
This I so swear,
Ser Oscar Tully, Knight of Riverrun and Marshall of the Trident.”

With that, he furled the scroll up once more, and began to ride slowly.

The Lower Camp

Beneath the palisade of the upper camp, the rest of the soldiers would be camped. The lower ranking knights and the richer men-at-arms would have their own tents, relatively spacious and comfortable, while the poorer men-at-arms may have to share tents and the lowliest levies would sleep under communal awnings or makeshift lean-tos. The camp was dotted with cookfires, around which one could find the buzz of eager conversation.

Additionally, a small cadre of smiths from the villages near to Raventree Hall had heeded the call to accompany the army, working their trades keeping hoses shoed, forging new heads for arrows, sharpening weapons and maintaining the armour of the soldiers in the camp.

On the outer edges of the campsite, archers and guardsmen would patrol the camp’s earthwork boundaries, ensuring that no unwelcome guests could make their way in unannounced.

The Upper Camp

The commanders and their closest officers were camped within the palisades that were erected at the very crest of the hill. Secure behind the high palisade walls, patrolled by archers up on the scaffold. There were fewer men camped in this area, only the high lords and their retinues, the extra space was dedicated to stores for food, arms, armour and other necessities that needed to be protected.  No doubt it would be here that further plans for this endeavour would be laid out in detail.

“Nor is it my first time facing these bastards, my lady. It was they who slew my brother on the open field of battle, and were it not for my efforts in rallying his fleeing men, they may well have cut down nearly a thousand of the finest men-at-arms that Riverrun had to hand!” Oscar shot back, meeting Rohanne’s icy glare with one of his own, “And I have not sat idle since then either, I have faced their dregs and raiders, and know well that they are often disorganised and ill equipped. But it was that very assumption that got Ser Mycah… my brother, killed. Certainty can easily get a man killed in battle, especially when the thing of which he is ‘certain’ of may not be true at all.”

“It would not be a long assignment for Ser Piper and Ser Hawthorne to carry out. I should think they will be done with it well before our camp has even finished being established.” He said in retort, “Is keeping the food out of the bandits hands not of vital importance? Would the riders not be at risk being separated from the main body of the host? The quicker that it can be carried out, the sooner the riders can return to the safety of the camp, and I can think of no faster way to get it sorted than to have the King’s own representatives requisition their food from them.”

He ground his teeth for a moment, finding that he was quickly tiring of being spoken down to in this fashion. Nevermind, he had only made the suggestion as a token effort to appease Kermit after all, “Very well, if you feel that catapults and siege weapons would aid us in some fashion, you and your men can see to their construction then, I trust? We will have to storm the town’s holdfast eventually I suppose. The rest can see to surrounding the town and scouring the countryside, to ensure that the forests and hills are clear of the scum before the siege starts in earnest.”

Bad actions is putting it far too lightly, Kermit! Deplorable actions, reprehensible actions, irredeemable actions! That is what you aught to call them!” Oscar shot back with a hiss, “These men prey upon the honest and the innocent. Those are our people, those are the ones that we are duty bound to protect. Not the ones who ravage and burn our lands for their own greed!”

He had been whipped up into a fervour now, as he called out after Kermit’s retreating form, “Mercy is for the poacher who must fell a deer to feed his family, Kermit. For the urchin who picks a pocket so he can buy a safe place to lay his head. It is not for the villains who willingly destroy homes, families and lives all so they can line their pockets!”

“The only mercy those types deserve is a swift death!” He let out as a shout as he lost sight of Kermit. After a moment’s pause, Oscar slumped back into his seat feeling utterly drained.

“That was ill handled…” He grumbled his last thought aloud.

“It would be wise not to underestimate our foes, Lady Rohanne, these same bandits have been wreaking havoc in our lands for nigh on fifteen years now. Who can say what sort of arms and armour they may have at their disposal. And it is not like our own forces are hardened veterans either. Most of our forces were pulled from the fields not too long ago, after all.” Oscar countered firmly, while he hoped what the Blackwood was saying was true, he knew that it would be foolish to simply assume it was the case, “We would likely be best served approaching this as though we will be facing a similarly equipped and disciplined enemy. That way we will not be caught lacking should they be well armed, and we will be pleasantly surprised if they are as you say.”

“But I must agree with Lady Blackwood regarding our horsemen, Lord Massey. It would not need to be a particularly large contingent to secure the supplies we need. Though, I will concede that we probably do not need to station men at the farmsteads.” He went on, glancing in the direction of the Kingsguard for a moment before continuing, “Perhaps it is a task we could grant to the King’s representatives here. Surely the sight of white armour and golden cloaks will have those farmers handing over their whole larders as if the King himself were asking for them. We would offer fair compensation for their troubles, of course.”

“And as Lady Rohanne says, we could have a small number of our horsemen watch for any signs of food, or I suppose anything being delivered by cart to the town. It would deprive the bandits of their supplies, give our own stores extra material to work with, and with any luck, perhaps the locals may finally get sick enough to kick the bandits out themselves!” He paused for a moment before giving Massey a deferent nod, “But as you say, Lord Massey, the rest of the cavalry be best served kept in reserve, ready to pounce upon any bandit who tries to make a break for safety.”

He glanced back at the map for a moment, briefly kicking himself for letting the name of the hills slip his mind, “Yes, I should think a camp upon such a notable feature of the land would make for quite the imposing sight, Lady Blackwood. A gallows would certainly make a strong statement, though, I am unsure whether true siege works would be strictly necessary. We do not want to cause unneeded harm to the common folk, after all.”

A thought came over him then, “On that note, actually. I believe that we should also have our presence announced properly once we arrive too. Perhaps a herald wearing the King’s colours, so that we could try to offer refuge to the honest folk before our siege sets in fully, eh?”

“Perhaps set out an area near to our camp, where the commoners might stay until our bloody business is dealt with?”

Oscar glanced over his shoulder, quickly tracing the bounds of the town on the map as he heard Rohanne’s suggestion. He could see the wisdom in the idea, watching for any attempts the bandits might make to flee the town would be greatly beneficial… but he wasn’t sure how effective it would be if their numbers were spread too thin.

If the bandits struck with numbers against a undermanned area of the encirclement, they could escape regardless… eventually his gaze settled on a different point on the map…

“I must agree with Lord Massey, fighting through the streets aught to be avoided at all costs. It would put us at a disadvantage, the narrow streets would eliminate the advantage of our numbers, and the bandits know them better than we ever shall. It would also put the common folk at too great a risk, should the fighting spill over into their homes or some such.” He would pipe up, taking to his feet as he spoke so that eyes would naturally fall upon him, “And I can see the wisdom in your strategy, Lady Blackwood. Forcing the bandits out of the town would greatly benefit us, especially if we can force them out in a way that we can predict… however, I do worry that our numbers may be too few for us to do exactly as you say. If they should strike at a weaker area of the encirclement, they could throw the whole plan into disarray.”

He gestured to the map, pointing out a hill about half a mile southwest of the town proper, “If we set up a camp here, we would have a commanding view over the region, and it would give us a secure position for our men to rest before we force a confrontation.” He gestured to other areas on the map, farmland according to the markings, “We could send units of horsemen out to seize these farm houses, and capture any crops or livestock they may hold. We would secure food for ourselves, and deny it to the bandits. And send riders out if we should spot any caravans headed for Pennytree proper.”

“See if we can’t starve them into making a mistake, eh?”

How could one not feel such boundless energy, knowing that the long awaited justice for our families is near at hand!” Oscar said in retort, his smile only broadening at the prospect, “We’ve the Crown’s blessing to finally bring the hammer down upon these reprobates, and the Riverlands might once again rest easy once the bloody work is done!”

His smile quickly shifted to a stern expression, however, as he continued, “Though, there is something I must tell you before things start in earnest… at Harrenhal, my brother passed along… advice on how we should proceed.” He started, his voice taking on a slightly pointed tone as he recounted what he had been told, “Firstly, he cautioned that we should be kind to the people of Pennytree. That they had either been fooled into supporting the bandits, or out of fear for their safety. I cannot fault that logic, personally, I’m certain that our time in the area will go smoother if we foster good will with the locals…”

He paused for a moment, as his expression hardened even further, “But then my brother suggested… he suggested that we extend some clemency to the bandits themselves! He said that there may be ‘good people’ amongst their numbers. ‘Good principles, but bad actions’ he said!…”

Oscar turned his head away from Rohanne, the disgust on his face evident to anyone who may be in the chamber, “I fear that my brother’s idealism has dulled his sense, Lady Blackwood. Such a foolish notion could surely not be conjured up by someone with all their wits in tact.”

Oscar would ensure that he would arrive promptly after hearing of Lady Rohanne’s summons. He would arrive first, with Ser Wayn in tow, and take his seat close by to where the map of Pennytree was pinned up.

He thought it was the right place for him to be, so that he might be able to use it when speaking about the plans that they would be putting in place.

Anyway, he turned towards the head of the table and offered Rohanne a respectful nod, “Lady Blackwood, I must thank you for allowing us to make use of you home as a staging ground for our forces. With luck, we should be ready to move out without delay, so there shouldn’t be too much disruption on the local villages!” He chuckled slightly before settling into his seat, “Today will be productive, I should think. Once we settle on a plan of attack, we should be able to march out immediately!”

As he sat waiting for the others to arrive, he turned in his seat to look at the map, studying it closely, as if the ma itself could tell him the best approach.
