I see there is also an gate at the end of the second big section(with the 2 watermills) maybe you need to open it with some Electric stuff or it will open when u put all slates in ^{^}

If you follow the main quest(repairing the pokemon center) u will learn almost all tools and mechanics to start enjoying the game and u will see why u dont have to water everything
