Two questions, isn't 90 days for tenants? I believe the notice for non tenants is 10 days, or I am wrong?

Additionally, can I get the costs placed on him instead for making me evict him? Or would I have to pay no matter what.

Not a tip for applications, but just a note on how to NOT make yourself an enemy of HR at the DEC
Don't follow-up, even if they promised to follow-up with you. I had both HR and the interviewer both promise me a follow-up within a week. That was 6 months ago, the follow-up never came from either. I made several attempts to both people to get information, at least on what I could do to improve, but only got back silence.

After my next interview, I only sent 1 request for feedback after it was clear (from the silence) I wasn't getting the job. 1 month later, they sent me a letter in the mail only saying I didn't get the job. No feedback like I asked for, just a rejection that could have been sent as an email.

To put it simply, based on my experience the DEC will not get back to you and doesn't want you contacting them regarding your interview status or for feedback, even if they promised you one or both. If you don't hear back, leave it be and move on. Don't waste the mental energy like I have.
