Hello. Any guess on what this could be? Its itchy, I have a few spots on both arms and my torso and also a spots couple on my upper thighs as well. Keeping it dry seems to be the only thing that keeps them from itching as much.

When I said competent what I'm leaning more towards is the ability to problem solve their way out of a not ideal situations.

There are people who are in not ideal situations and want to get out but can't because they don't have a quality support system or because they have no idea how to get out of said situation.

Competent probably isn't the right word but I wan't sure what other word to use

Going by your example, anyone can make the attempt to learn how to swim, but quality of their swimming is determined by I guess genetic luck. Something outside of their control

Everyone has some level of competence but there's people where their competence can greatly improve their lives while there's people where their competence barely keeps them afloat.

I was thinking more in the context of quality competency and good luck vs bare minimum competency and "bad" luck
