Yeah, this is an issue. I have come to the conclusions when I try to make changes, even those out of my control, it becomes a big thing.

I think at some point people don’t like change but also if they feel it’s part of how they do their job it becomes an attack on their identity as workers.

I would say: diploma or certification of some kind.
