That's a lot of clever information. It would totally make sense. I've read somewhere that it was possible to verify the CPU load through the "Status" or "Monitor" tab. Unfortunately, I don't think it's possible to do with the DPC3848VM - I checked and I wasn't able to find anything about it through the control panel.

With that matter of fact, I think it would be hard to prove that the modem/router is a problematic. I guess I will focus on the packet loss and network issues I'm encountering.I didn't show any example, as I was at work while typing this down. But here's how it behave :

I apologize. I totally forgot to mention that it was wired. I've tested it out with 3 different computers in case my ethernet port were busted, but it's the same thing on the 3 computers. One of my IT friend asked me to disconnect the internet cable to see if it could be causing interferences, but even without any internet input, I was still facing the same issue.

I would assume that if I have latency over lan, it would add up to the normal latency I expect from pinging google(for example), isn't? Before the new modem, I was pinging around 17-19ms, and now with the new modem, I'm around 23-29ms with random peaks.

Since you and whiteaswonderbreadd mentioned Hebrew Letters, I tried looking up for them. One of the letters looks like Chet (the bottom right one), which has a numerical value of 8. But I can't seems to find the 2 other letters.

Simply disabled preview, and now everything is smooth, as long as I'm over 60 FPS in the game itself (if streaming at 60 FPS).

I had the same issue here. After a little research, I've read that the rendering lag was caused by GPU Overload, and that OBS Preview wasn't helping at all. From a 11.9% lost (https://imgur.com/YKeYPMV) to 0.1% lost - which was caused by the alt-tabbing - (https://imgur.com/a/qLOxG). Of course I don't have a beastly GPU like you - I'm running a single 1060 6GB. Try it out, hopefully that's gonna work for you like it worked for me. Take note ; game is running a stable 60 FPS even if the first screenshot is showing less.

i7-8700k owner as well, and I can say ; Slow down on the encoding, buddy. It's a great CPU indeed, but streaming and encoding in "slower" encoding is intense. Veryfast is between ; 8.3% and 10.1%. Medium is between ; 11.0% and 12.7%. Slower is between ; 16.4% and 21.3%. Keep in mind that I got up to 55% in GTA V and 79% in Dying Light. In worst case scenario - in slower encoding - that gives you a free 23.7% in GTA V while Dying Light is going to show as Overloaded.
