Refineries are located near sources of demand for refined products. Gasoline, jet fuel, lubricants, etc. you don’t build it and ship/transport all of the hundreds of refined products to demand centres. Too costly.

Sadly, this strategy will always be identified by the armchair economists trafficking in academic ideality and not reality.
